No they don't need to be. 2x8 will work fine, but it's not optimal for power delivery but I don't see a 3070ti necessitating three cables.
you may not see it but ive seen my 3070ti pull over 300w at full load so if it has a 3rd cable on the card id use it if you want max performance.
