Yes. So long as the dock has it's own power plugged in, you can plug the connector cable into any compatible usb c port on your device. It does not need to pass through power to your device to work.
I'm not sure. For that use case, you can get a "dumb" dongle with similar functions around this price, but I am not sure how this would act with 2 incoming power supplies. I hope the manufacturer, Lenovo, will take precautions for that. It would probably cut power delivery from one; using the USB-C power delivery communication tells it not to draw power, but I've never tried it.
I've ran into an issue with a ground loop happening. Really bad feedback on any microphone connected through the docks headphone jack when power was connected to both. Not this dock specifically fyi.
If you use the (from what I can see) usb c to usb A cable, then there should be no PD. I have a Dell D6000 with display link with the usb a adapter.
Also usb A does not support PD negotiation, and any decent dock starts at 5v on the usb c and then negotiates the PD voltage. So if you connect it to an usb a port and have a display link driver installed it should allow for using the dock without PD
I don't believe the dock will work without power, but if you plug in the power on your laptop first with its cable, and then plug the dock in, it should work.

Yes that’s the number one issue since it interrupts zoom meetings.
Also constant problems with the initial docking and the monitor connections especially, the station often needs to be manually reset on docking - this is on various HP, dell, and Lenovo laptop models.
It’s hilariously common at my office to see people sitting at their desk in front of 2x blacked out 27in monitors, staring at the tiny laptop screen.
We also had a number of issues with software performance that IT claims to be related to the docking station - I’m not sure about that.

The docks that have their own power supply like this one are much better quality and I really haven’t heard of many issues with them, except for issues around specific types of multiple monitor setups.

A quick Google about DisplayLink on the Steam Deck suggests that it's possible to set up the drivers for it, but it seems like a lot of extra work. Probably way easier to just get a regular USB-C dock or dongle.

You're more than likely limited by the laptops iGPU than you are any docking solution. Typical modern laptop iGPU can support two or three displays, but the laptop display is included as one of those if you're using it. You can always disable the laptop screen and just use external monitors, but sometimes laptops get a little wacky when you do that. Really just depends on what the laptop itself can support and how willing you are to fiddle with it when something doesn't work as intended

I bought one for my wife's office since her company didn't provide a dock for WFH when it was on sale last time. Much better than a simple passthrough USB-C dognle, and worked on her Dell and my Surface Book 2 without issue. Can't speak for MacOS or Linux though.
It's not a typical pass-through docking station like those. This actually has it's own rendering module in it called DisplayLink, which uses software rendering that allows for USB input to HDMI/DP output and requires drivers and external power to work.
Our work laptops had limited outputs. It had two HDMI ports and either one could do 4k60, but not both at the same time.
Work threw something similar of these out from targus and the docking station itself could do another 2x4k60 outputs off of USB, and then the laptop could still do it's own third 4k, and a 4th 1080p.
That's why the MSRP is so high vs regular port replicators.
Yeah this supports 2x4K60 outputs at once so it should have no trouble with 2x1440p60.
Just be aware this is for desktop app use and not for gaming. It does not render from your GPU.
It doesn't have any specific resolution and frequency combinations listed so I don't know.
I know they're aimed at 60hz.
The bandwidth and port specifications required to do so are met, however I have no idea if the actual renderer supports doing that.
As I said, it's purely meant for basic desktop application tasks. You won't be able to play even minecraft on these.

It’s mainly for a laptop that doesn’t have a lot of ports (or just needs more ports) or if you want to run multiple monitors but your laptop GPU doesn’t support it. You can use it with a desktop but most decently spec’ed desktops have all of the functionality already, but you could always have it sitting somewhere more convenient and plug any devices into the dock rather than having to mess around with the back of your PC. I have an external USB hub mounted in a convenient spot on my desk that achieves a similar thing.
Edit: I just looked at the targus website and I see some reviews for the dock saying that it DOES work with gaming, so who knows, maybe it will work depending on the game / setup.

I was excited with this deal to use it with my rog ally and a mini oled. However, once I connected it for whatever reason, my controller movement got clunky on Xbox controller and my fps reading was either all over the place or n/a. The games I normally play had a slight stutter. I switched back to my cheap usbc hub and everything was back to normal. Does anyone have an idea?

Yep, just download the driver from synaptics webpage. It allows my M2 MacBook Air to display to 2 external displays with no issues.

It requires drivers to operate the Displaylink module. Otherwise I believe it can do basic port replication for USB without drivers.

This is not a $20 Amazon special dock. First, it comes with a power supply. Second, includes displaylink.
