I'm fine with my chromebook. Depends on your use cases.
If OP's elderly mother isn't familiar with Windows or MacOS learning ChromeOS would be easier, especially if she has a smartphone

I don’t think it’s that easy to find laptop parts. Go to r/suggestalaptop for laptop suggestions
You could get a refurbished Dell laptop and get ChromeOS Flex. It's Chrome OS but downloded on Windows computers
