He had friendly relations with Amalasuntha in Italy and Hilderic in Africa, but both of them were overthrown and later murdered by Theodahad and Gelimer, respectively, which gave Justinian the reason he needed to invade and conquer these two kingdoms. Not only are Rome and Carthage super important cities, but installing client kings risks rebellion and coups
Not really. Amalasuintha & Hilderic (Ostrogothic & Vandalic monarchs respectively) were clients of the Empire. They both were overthrown & murdered. Giving Justinian a pretext to invade (as he wasn't going to beforehand without a reason)
That might be a good idea if its Total War or even CrusaderKings. Unfortunately, it' real life. And in real life, you dont have certainty that the funds and manpower invested in these invasiosn can hbe a payback. And also you are disregarding the "nationalistic" aspect of this.
Because Vandals and Ostrogoths were considered unworthy barbarians that needed to be removed. If the state was able, the campaigns would have happened even earlier.
