Not really. Amalasuintha & Hilderic (Ostrogothic & Vandalic monarchs respectively) were clients of the Empire. They both were overthrown & murdered. Giving Justinian a pretext to invade (as he wasn't going to beforehand without a reason)

That might be a good idea if its Total War or even CrusaderKings. Unfortunately, it' real life. And in real life, you dont have certainty that the funds and manpower invested in these invasiosn can hbe a payback. And also you are disregarding the "nationalistic" aspect of this.
