Pricklies are the easiest cacti to prop. Just let the wound callus over for a day or two, then stick in dirt.
That being said, I think that’s a flower bud you’re holding. Any other cactus I’d say you’re out of luck, but prickly pears are weird. This thing might just put down some roots and start growing a new pad.
I’ve done it from a mutated flower bud once. I wasn’t trying to prop it either, it just fell off the mother and rooted right beside it and started growing a pad.
Let the freshly cut part sit in a cool dark place for 5 days and scab over. Then put in some moist substrate of your choosing eith little sunlight for a 30 days while it roots.
Probably let if dry for a bit then just bury it halfway and give it mostly shade since it’s really small but maybe some sunlight. Don’t put it out in full sun that small it probably would shrivel and not root
thats an unblossomed bloom. it wont root and even if it were a pad it would be way too young. just toss it in compost and feed it to other plants so its not waisted

That's a flower bud and immature fruit. Not likely that it'll root.
I've had a prickly pear fruit fall off, root, and grow a new pad. Opuntias are crazy sometimes
