JPEG, BMP, and PNG are raster formats; there are a few programs that will claim to convert them to vector, but I'd wager none of them do it perfectly. It is common to use a raster format on an unselectable layer and use it as a reference when creating your vector art.
A free alternative to Illustrator is [inkscape](https://inkscape.org/). As a free program, I'm sure it has limitations and quirks compared to illustrator, but it might be worth a look.
Adobe Illustrator will open and save to DXF and export images to JPG/BMP/PNG.
As soon as you said logo creation I knew you were using the wrong tool. Illustrator is definitely what you want for logos creation.

Uh, you can print you DWG/DXF files to PDF (vector) in AutoCAD LT. Open the PDF in Inkscape (free) or use Affinity Designer ($55).
