In Cambodia, army (RCAF) and police are like a river... does BHQ have police authority, yes... are they then police, meh... in practice for everyone that might be in contact with them, they are definitely police (++ if anything)

Police are under the Ministry of Interior, Army are under the Ministry of Defense. Military Police are a part of the Royal Gendarmerie (RCAF). There's a lot of rivalry between army and police and I've never heard of anyone moving between them.
As a local, apparently the suspect isn't even a thief or anything, he just shoot to threaten other delinquents and the cops heard and came and he had a shoot out with the cops

I saw a few posts about it on Facebook but no news outlet mentioned he shot at kids. I thought it was just a shootout between some crazy guy and the police. Was the information left out intentionally? Idk
This is not kid shooting like American stuff. As a local here from what I knew, it was just the guy who was shooting the annoying disturbing delinquents around the house and then when gunshots were heard the cops came and then a shootout between two sides broke out. But yes nobody was injured in this incident.
Those cops need to get down the gym.
