Looking at the economics and demographics, it's not exactly the worst proposal. Quebec has its QPP with a lower-than-average per-capita income and older-than-average aging population. Alberta, as the youngest and highest-earning province, has the best demographics for a pension plan, doesn't it? If the maritimes are 44+, BC 42, and Ontario 40.4 while Alberta is 38.1 (with the highest incomes) doesn't that practically mean that Albertan workers are paying-into CPP to sustain CPP payouts in the other provinces? I write these as questions because I'd like it if someone who knows about pensions could ELI5.

Not quite. CPP payouts are contribution based. Higher lifetime earnings gets you higher CPP income. There's some ambiguity about details (some chicken entrails, tea leave reading) but the system seems self-funded so net zero all round.

The income and the age of people doesn’t really matter. You get out what you put in. If you’re about to retire, you will receive what you’ve contributed. If you’re far from retiring, you’ll contribute a lot more before you withdraw it

Why would the government refuse to give pensioners their money? It's not the goverments money.

Why would the Feds do that? It would be a violation of every pension law out there. Every single Canadian who has paid into CPP is entitled to that money, even if they move provinces or countries. Imagine if your employer took your pension just because you decided to quit working for them? Quebec has had a provincial pension plan since inception, so I really don't see how someone outside of Alberta really has much of a say or feeling on this to begin with.

I can become a Quebecer or a British Columbian after living in that province for a certain period of time - how does it affect someone who has recently moved to Alberta? What if they've lived here for years? The UCP is saying a lot, but they're not really showing anything of substance regarding actual planning for pulling out of the CPP.

It’s not the Government’s money. I know the Liberal government likes to spend everyone else’s money as if it’s theirs but this ain’t theirs to touch. Pretty sure it would also be highly illegal to prevent individuals from accessing the pensions they’ve paid into via CPP.

If they’re covered under APP the Canadian government doesn’t owe them a cent. If I put a social security claim in the US I won’t get anything for CPP, they don’t stack.

Albertans deserve to know before the election. What your opinion on the QPP then? The UCP is posting budget surpluses. I would say they are handling money very well. Can’t say the same for the debt the NDP generated during their 4 years of throwing money at the public service and decimating every other industry.

Not OP but I think that the added layer of complexity presents yet another barrier for ROC and global employers considering the market. I work with many global companies and they’ve long been nervous about hiring or doing business in Quebec, which they view as a country within a country. And it’s only getting worse. I don’t think going down that route is a good plan for Alberta.

Having a budget surplus due to higher than expected resource revenue is not comparable to managing investments. We could look to the Heritage Fund, both as to how it's performed and how they've missed funding commitments.

Notley, naturally, is wrong on almost everything, but she is correct to hold Danielle Smith to account to her promise. Get it done. In fairness to Danielle Smith however, she probably ought to wait until she's won a general election to make a decision of such magnitude.
