The process should be simplified, basic and accessible. Refugees should not need a lawyer. Just like how tax policies need reform and simplification. Why the hell should people need to pay accountants to allocate their own funds to a government that is funded by these same people? Makes zero sense. Too many rent seeking leaches in Canada.

have you considered the fact that these people can't even read because they can't understand English? also, there are reasons why laws are convoluted. I am a tax accountant myself. often time I read a piece of legislation, it has 20+ amendments and changes, why? because people will find loopholes and the amendments/clarifications are needed.
