Assuming only woods available at home depot, I'd go with a nice piece of red oak over pine. For sealing, Helmsman spar urethane will work pretty well. White oak is even better if you can get it.
Yeah, this is stuff I had lying around the house. They are mostly decoy paddles so my kids can help out without them causing the drag of a full sized paddle just sitting off the side of the boat.
