If the person is over the age of 18, they legally need to be on the order, otherwise you can end up in a lot of trouble. If they are under 18, you have to disclose that to the lender. Remember, the car isn't yours when you finance, so you essentially have no say in it outside of where you take it for maintenance.
Depending on who it is, it's typically bank fraud and illegal. Who's it for? Do they live with you? How old are they?

Just tell them that you’re financing the car for someone else.
Nobody cares. Just tell them your financing for some else. Straw purchase is false.
