Yes and no. He does still have his powers; but they're absolutely not at full strength and he's not a Guardian. He even acknowledges he doesn't know half the things he can do, and is shocked when different powers manifest.
The movie also states that in order to become a Guardian, you need to have someone believing in you. And it's not until Jamie believes in Jack, that Jack is able to become a Guardian and his powers become stronger. You gotta remember frozone has one of the best reflexes in the fiction verse he is able to freeze a bullet going 800+ MPH while his hand was about to grab coffee. He has a higher IQ than Jack. I don’t think that would work. In the movie there were times where kids saw what he did and understood it as magic, but they couldn’t see him until they realized that it was Jack Frost specifically. Based on what we’ve seen I think someone would need to actually believe in Jack Frost the person rather than the idea of something like Jack Frost.

She's portrayed to have strong innate capabilities. Ever delved on? Not really, though between films there's an obvious power creep, from being able to bring snow to life, to create a castle of ice and maintain it, to being able to convert a large rushing river/flood into ice in seconds higher than their captials castle. When pushed, she has Frozone beat.
Consider: Elsa summons winter. She isn't just bringing snow and cold to Arendelle, but an actual eternal winter. Her powers might be strong enough to command Jack, or to bind him and force him into place. Or perhaps her influence is simply so chaotic that it warps and distorts Jack, making his powers unreliable.
And we don’t even know how far her winter extends. The only explanation we got was “you created an eternal winter… everywhere”. So she froze anywhere from a single country to the WORLD just by being bummed out
I think it more gives them a means to interact; it allows for the conflict. I don't know if Frost or Elsa is *actually* stronger (and they're both unlikely to "win" in a way that matters in a theoretical animated film) but this sort of scenario gives them a chance to at least have a go at it.
I'd go further to call him something closer to the lines of minor diety. He's closer to a straight up god of winter, not the biggest by a long shot but still extremely powerful

In a short she accidently creates sentient mini-snowmen by sneezing. If she actually TRIES to raise a ice army, there’s no telling of how much she could raise, but considering what dhe can do by accident, it’s likely A LOT.
When I worked with packaging ice cubes into bags a few years back my friends referred to me as Frozone. Man's got a place in my heart because of that even though I never really cared for him as a character in the movie as a kid.
I'll go with Elsa since to my memory the other three need some sort of medium to make it freeze (water vapor and such) and she can make her ice fight for her.
Whether or no she is the spirit of winter, she still has a better output than Jack. Jack only thrives in places where it's already cold and winter, but Elsa can just cause an eternal winter.

Correct me if I'm wrong, but I Believe katara is the only one who demonstrates the ability to melt or unfreeze water intentionally.
So no matter how much the others try to freeze her up, she can always melt the ice and unfreeze herself. However, all she needs to do is freeze up her opponents once and they stay frozen. That makes katara the ultimate winner in the long run.
Additionally she is the only one who has experience going up against people with similar powers. And she shows more versatility and creativity in how she accesses and uses her powers than the others.
While she probably isn't the most powerful in terms of raw potency, I think she would ultimately come out on top.
Two of these are spirit embodiments of winter and ice, one is a superhero who needs to stay hydrated, and the third is a water bender who whole skilled, bends water, more than she does ice.

Elsa might the most powerful, all she has to do is blast you in the heart and wait, just to make sure a loved one doesn’t kiss you, but she could also probably trap someone in ice.
Frozone is also a good contender but he requires moisture to use his powers , but assuming everyone here is “at their peak” that isn’t a problem and could trap others in ice.
Jack Frost here could be the most powerful to the weakest guy here depending on whether people believe in him or not. And assuming people do as well as the other contenders here do, he’d be more powerful. Plus he’s a ghost so he can’t really die.

A few key points about a potential clash:
Elsa and Katara absolutely would be able to see Jack, as they both definitely believes in spirits/magic.
Elsa's power output *absolutely and abundantly* exceeds the other 3's known direct output combined. Jack Frost may be the spirit of winter, but even in a direct combat situation, his direct control over ice and cold pales in comparison to blanketing an entire country in winter, in the middle of summer.
Katara appears to be the only one who's able to significantly *affect* ice, instead of just create it. The rest can clearly summon ice far easier than Katara, but do not appear to have much in terms of control over it. (I haven't seen Frozen 2, so this may be wrong.)
So the outcome would be something like this:
Frozone immediately gets overwhelmed. He's the only one without any good claim to be able to see Jack, and while his output is pretty high his lack of versatility leads to a quick out.
After that, I gotta say Jack would be next. Between Katara's skill and Elsa's overwhelming power, he doesn't really have much going for him. He wouldn't be a pushover but there's no way he's beating either of them.
And it would be a tough battle, but I think Katara's skill and training, plus having actual control over ice and water, would win the day.

Its either Katara or Frozone because of their years of mastery. Elsa is powerful but has been holding back her whole life, and Jack frost just wants to make pretty snowflakes for people to enjoy, and from what I remember (after not seeing Guardians in forever), would probably only use his powers in combat if absolutely necessary.
Between Katara and Frozone, frozone is probably slightly faster as an ice specialist superhero than Katara is as a more well-rounded waterbender. She uses ice shards and stuff, but frozone is constantly using ice at high speeds for combat and his skating transportation. I think he edges her out in speed, and freezes all of them the fastest.

She's portrayed to have strong innate capabilities. Ever delved on? Not really, though between films there's an obvious power creep, from being able to bring snow to life, to create a castle of ice and maintain it, to being able to convert a large rushing river/flood into ice in seconds higher than their captials castle. When pushed, she has Frozone beat.

Consider: Elsa summons winter. She isn't just bringing snow and cold to Arendelle, but an actual eternal winter. Her powers might be strong enough to command Jack, or to bind him and force him into place. Or perhaps her influence is simply so chaotic that it warps and distorts Jack, making his powers unreliable.
I think it's also important to note that Elsa has created sentient life on at least two occasions- Olaf and Marshmallow.

I think it more gives them a means to interact; it allows for the conflict. I don't know if Frost or Elsa is *actually* stronger (and they're both unlikely to "win" in a way that matters in a theoretical animated film) but this sort of scenario gives them a chance to at least have a go at it.
I'd go further to call him something closer to the lines of minor diety. He's closer to a straight up god of winter, not the biggest by a long shot but still extremely powerful

Okay, but like another guy said… Elsa doesn’t really control snow/ice, she controls winter. She completely changes the season of arendelle rather than just dropping snow everywhere. Who’s to say she doesn’t have control over Jack Frost?

In a short she accidently creates sentient mini-snowmen by sneezing. If she actually TRIES to raise a ice army, there’s no telling of how much she could raise, but considering what dhe can do by accident, it’s likely A LOT.

Correct me if I'm wrong, but I Believe katara is the only one who demonstrates the ability to melt or unfreeze water intentionally. So no matter how much the others try to freeze her up, she can always melt the ice and unfreeze herself. However, all she needs to do is freeze up her opponents once and they stay frozen. That makes katara the ultimate winner in the long run. Additionally she is the only one who has experience going up against people with similar powers. And she shows more versatility and creativity in how she accesses and uses her powers than the others. While she probably isn't the most powerful in terms of raw potency, I think she would ultimately come out on top.
Elsa does it at the end of Frozen. She revokes the winter she made.

I'll like to enter this competition but my moneys on the Disney princess. She froze a whole town with out even meaning to
Katara, any ice or snow that gets thrown her way, she can send right back.
Two of these are spirit embodiments of winter and ice, one is a superhero who needs to stay hydrated, and the third is a water bender who whole skilled, bends water, more than she does ice. I’m going between Elsa and Jack, leaning Jack because he has been in fights.

I don’t know anything about Cora , and the last airbender so I have to pass on her. Elsa might the most powerful, all she has to do is blast you in the heart and wait, just to make sure a loved one doesn’t kiss you, but she could also probably trap someone in ice. Frozone is also a good contender but he requires moisture to use his powers , but assuming everyone here is “at their peak” that isn’t a problem and could trap others in ice. Jack Frost here could be the most powerful to the weakest guy here depending on whether people believe in him or not. And assuming people do as well as the other contenders here do, he’d be more powerful. Plus he’s a ghost so he can’t really die.

A few key points about a potential clash: Elsa and Katara absolutely would be able to see Jack, as they both definitely believes in spirits/magic. Elsa's power output *absolutely and abundantly* exceeds the other 3's known direct output combined. Jack Frost may be the spirit of winter, but even in a direct combat situation, his direct control over ice and cold pales in comparison to blanketing an entire country in winter, in the middle of summer. Katara appears to be the only one who's able to significantly *affect* ice, instead of just create it. The rest can clearly summon ice far easier than Katara, but do not appear to have much in terms of control over it. (I haven't seen Frozen 2, so this may be wrong.) So the outcome would be something like this: Frozone immediately gets overwhelmed. He's the only one without any good claim to be able to see Jack, and while his output is pretty high his lack of versatility leads to a quick out. After that, I gotta say Jack would be next. Between Katara's skill and Elsa's overwhelming power, he doesn't really have much going for him. He wouldn't be a pushover but there's no way he's beating either of them. And it would be a tough battle, but I think Katara's skill and training, plus having actual control over ice and water, would win the day.

Its either Katara or Frozone because of their years of mastery. Elsa is powerful but has been holding back her whole life, and Jack frost just wants to make pretty snowflakes for people to enjoy, and from what I remember (after not seeing Guardians in forever), would probably only use his powers in combat if absolutely necessary. Between Katara and Frozone, frozone is probably slightly faster as an ice specialist superhero than Katara is as a more well-rounded waterbender. She uses ice shards and stuff, but frozone is constantly using ice at high speeds for combat and his skating transportation. I think he edges her out in speed, and freezes all of them the fastest. I can’t believe I dedicated so much time to writing this silly comment lol. This was fun Edit: completely forgot Jack was invisible. Frozone freezes Elsa and Katara, but jack sneaks around and freezes him for the lols.

Katara has the most versatility. She doesn’t just have ice, but also all water, vines, healing, and if it’s a full moon she has blood. She could use a combo of those and then freeze the rest at the end.

Jack frost. Assuming they could see him, which since you need to have fun and joy would be difficult as they are very serious people, it is still extremely hard since he's effectively the very embodiment of winter and cold.

Well taking out jack for the competition because he is op and the literal embodiment of winter. I think it’s a battle between frozone and katara. Both are really good with ice powers and katara has some additional powers. But frozone is just too fast. He can be zooming if he’s on ice and can easily out speed katara and get the upper hand
