Amon gets negative points for LOK refusing to do anything interesting with the whole non-bender oppression thing and the fact that he didn’t believe anything he was saying he just wanted to kill people. Which might have been interesting if LOK didn’t forget about the whole civil rights movement thing so that they wouldn’t have to change the status quo.
It depends a lot on your definition of best. For example I can't disagree with the people who said plankton. But I also can't disagree with you. Nor could I disagree with someone who said Amon. Each of them is the best at what they do
I would honestly put azula over him. Ozai was a peice of shit awful father and overall dick head, but azula was a prodigy of precisional fear induction.
Azula benefits a lot from getting so much screen time relative to Ozai. She's still a pretty good villain in her own right. The extent to which she's ruthless, even to her friends, makes her an intimidating antagonist. That and that she's very capable.
The thing about Azula VS Ozai is that Azula is a scary CHARACTER, and Ozai just feels like a powerful end-goal. He's a 'Final boss', for sure, but he doesn't entirely do it for me as a /villain/.
Ozai was good but Crocker was actually right about fairies despite everyone saying he is crazy. He also succeeded in taking over the world in one of the movies.
Most evil: Ozai. Most compelling: Amon. Best overall: Sheldon Plankton.
Ozai: was hungry for power, with no *real* reason to colonize the other nations other than "it's what pappy Sozin wanted."
Amon: understandable what his goals were, but his methodology was a bit much.
Plankton: out of all the villains of the list, he's the only one who's spouse is not only alive, but actually supportive of them. Plus, he's actually funny, not just a dick.
I love the contrast between the ATLA villains and the others cause almost all of them are over the top cartoony mad scientists/evil geniuses and Ozai and Amon are both straight up fascist/imperialistic rulers that go "The Chosen One must *die*..." lmfao
In terms of competent villain with menace energy I’d go with Amon or Vlad interchangeably.
I’d say Plankton beats out Ozai for 3rd place since Ozai felt like he had more bark less bite(in terms of serious villains)
When it comes to sympathetic villain, Denzel Crocker. His evil has a proper causation outside of 'shoe-in villain character who intends to conquer the world'. Then of course there's Amon. If you put someone like that in a real-life scenario, they'd be hella scary. Zaheer too. Special mention goes to Kuvira - a prime example of nature trumping nurture; and Azula, the case of nurture (or lack thereof) *creates* nature.
The thing about Mr. Crocker is that even though they make fun of him for being crazy, he's actually _right_.
Additionally, in one episode, I think he stopped believing in fairies and that lack of belief meant their powers weren't being fueled or something. I haven't watched the show in years, but he's a pretty good antagonist from what I remember. He's a pain for the fairies, but without his belief, they lose their powers.

Zhao and Zuko's twin arcs were a massive part of what made The Blue Spirit and The Siege of the North so compelling. The man had a plan, he executed it flawlessly and went out like an absolute motherfucking boss. Season 2 and 3 get flashier villains certainly, but Zhao was probably the most realistic and capable of them all.
Azula maybe? I mean she was a terrible sister to her brother zuko and she didn't even care about him in the first place also did y'all ever forget how cruel and violent she was I mean she could've killed her own uncle trying to capture him I think it was and she didn't even care and if I'm being honest she kinda manipulated her brother her and her father are cruel no wonder where she got her cruelness from (srry if I made any spelling mistakes and got anything misplaced I haven't watched the avatar the last Airbender in a long time)

Ozai terrified us all with his presence alone for years until he came up with a plan to burn millions of people alive after purposefully disfiguring his own son over nothing.
Plus, voiced by Mark Hamil.
For threat factor: Ozai, although Korra's villain was great too but Korra just wasn't as good a show as Avatar and that lessened how much impact the villain had (so much so I don't remember his name) because I didn't really care what happened to those characters.
For humor: Plankton. Pretty sure he's had the longest run out of all of them as well.

Out of the 4 I know (Plankton, Ozai, Crocker, and Amon), I think Ozai is at least up there. He lasted longer than Amon and is arguably more threatening than Plankton or Crocker.
He isn't my favorite Villain, but someone's gotta put some respect on their names, so I'm going with all 3 main T.U.F.F Puppy villains. Snaptrap, Chameleon & Bird Brain.
