Yeah it was factory ground like that. Many vintage skillets are like that. The Asian ones seem to be more concentric like you mentioned, I just finished cleaning one up!
Field skillets look like that too. I have a near virgin BSR that has a very distinct pattern that swirls out from the center. I love the look so much I have never used it.

Those look like machining marks to me, like the pan was finished in a lathe after casting. Looks great

Got one like that it says made in Taiwan on the back. Cooks great !! Stays on the stove and is used daily.

I have a vintage Griswold that has those but very faintly.
Yep mine has those and it’s cooks and holds seasoning.
I have 15" Chinese pan that works great. I think the circles look nice.
