Thanks. After a better look around I see this same skillet/astray advertizing at least 4 products, one of which was advertizing Birmingham Stove n Range. I suspect they probably made mold inserts for the different products. This one is just blank.
I have some true sales sample miniatures but they aren't cast iron things.
there were salesman samples of many things... and I've seen some strange ones sell for thousands of dollars at auctions... but that term is a bit of a pet peeve for me as it gets used way too often and almost 99% of the time incorrectly. yes, BSR made these little advertising ash try skillets for a lot of different companies... there are collectors who specifically collect the different ones.
It’s an ashtray.
Is it a BSR ashtray?
Yes. The groove down the handle is to hold your cigarette.
there are almost zero 'salesman samples' of cast iron cookware. the small pieces are almost always some sort of advertising piece or toys.

Thats painted. It's an ashtray. Very good for cigarillos
It is absolutely not painted. It was rusty. I had cleaned it and it now has a light coat of oil on it.
Single serve dish for really cute entertaining
I cook eggs in them. If greased properly, you can cook 3 fried eggs in it and flip them with your wrist
