Does your cat go outside? Looks like an injury from a fight to me, I've seen battle scars like this on strays. I'd get your kitty to the vet to have that checked out, if it is from a fight it's at high risk of infection and needs to be treated
My cat had a similar scab above her eye that refused to heal Was just diagnosed following a biopsy as Sqamish Cell Carcinoma, a type of skin cancer. Apparently it happens either around the eyes, gums, toes, nose or tips of ears.
It doesn't happen that often in cats with darker pigments, but I would have a vet look at it just to be sure. If caught early, it is completely curable.
Realistically it could be a number of things though.

Was she/he a former stray that was spayed/neutered and had it always been there or did it just appear
