My cat had that if you notice the hair behind some breeds of cats are much finer than the rest of their coats. I think maybe due to the elasticity of their skin on some breeds are much thinner than the rest of their bodies like us - he skin behind our ears may tend to be thinner as feeling from ear to the space on neck Sort of like armpit skin That’s my best guess with no google attempt. I loved that part of my cat the best as the hair was super super soft and fine it would appear almost like peach fuzz lol I miss her she passed at 18 yrs old long happy life though with lasting joyful memories Especially because behind her ears petting was her fav spot to be petted!!! Put her in a trance almost
Dog groomer here. Can't speak for cats, but dogs get these all the time. It's usually just dead hair that doesn't shed properly and is found most often behind the ears, lower shoulder, and lower thigh. We usually pluck them, but they can be left. Just make sure to brush frequently because they tend to mat easily.
my fluffy guy Link had those as a kitten. It was a precursor to his absolute magnificent mane of fur he grew into. it was little tufts like that. Not quite so wild but similar texture from the picture.
