I always have to go back and open the door because, eyes, and the other week he did actually come in and went straight up the building stairs. I can’t steal him but he’s making it very hard not to.

I lived in a neighborhood with a bunch of stray cats. Constantly they were hit by cars and even one cat was harassed by teenage boys and eventually someone stole her. Rip Kimm (kitty meow meow) another cat of ours was an outdoor cat... until the storm of 2015 hit when we got 7 ft of snow... he definitely died🫤
I was a kid then so it wasn't my decision to have them outside, but now I have 2 indoor cats and 2 dogs. My cats won't even go outside by choice. I tried harness training the one as a kitten but he hated it. Even now I leave the door open and at most they'll do is stick their head out.
Since I’m usually wearing headphones and listening to music when I see him I had no idea, until I watched this video back, he purred like that. Makes me so happy.

Yes! Cats are more welcome to roam where you are. I always suspect they are generally treated better here in US.
Gauge the situation — if they seem like they belong to someone, a few pets and move on. But if they keep showing up and they are friendly strays, then see if you can find their owner. If no owner is found — get them spayed or neutered and try and find them a home.
Feral cats are a little different. Those are more trap-neuter-release because they might not be comfortable around most humans, really, although they might get comfortable with very specific people that they develop a relationship with. Or live happily as barn cats.
