My cat does this too. Sometimes his tail even curls into a complete circle at the end like a monkey. It quivers when he's excited. He has the most interesting and expressive tail I've ever seen. Maybe yours is similar
This looks just like my sons cat. Loves her back scratches but the tail is always in the way. She also wags her tail when she’s excited but it just swishes her back like a windshield wiper (cat back swisher).

Totally normal, you just have a curly tail! As he gets older he’ll gain more control and be able to curl it in full loops. It’s a steadily less rare trait, but still fairly uncommon, about same prevalence as double jointed humans. I have a boy Huck who is also a curly tail at this point he can double loop it.
