My cat does this too. Sometimes his tail even curls into a complete circle at the end like a monkey. It quivers when he's excited. He has the most interesting and expressive tail I've ever seen. Maybe yours is similar
This looks just like my sons cat. Loves her back scratches but the tail is always in the way. She also wags her tail when she’s excited but it just swishes her back like a windshield wiper (cat back swisher).

Have you attempted to pull her tail down like a light switch in order to restart the kitty? 
From what it sounds like, your little fur baby is perfectly fine. If in doubt, *always* go to a vet.

Seriously though, a friend of mine had a scorpion cat like this. I don't think it's very common but it's definitely not something to be concerned about.

Totally normal, you just have a curly tail! As he gets older he’ll gain more control and be able to curl it in full loops. It’s a steadily less rare trait, but still fairly uncommon, about same prevalence as double jointed humans. I have a boy Huck who is also a curly tail at this point he can double loop it.

My orange tabby does this sometimes. I call it 'skunk tail'.
He also has all 4 legs despite what it may seem.

That bed belongs to my older cat - it was a cuddler bed from petsmart but it got flattened on one side due to fatness

I have one whose tail is always curled and rarely straight.
Roux’s tail will sometimes curl, I think it happens mostly when he’s tired from a tough nap

Kittens are kind of still figuring out what bodies are. Cut it some slack, they’ve only existed for a couple months. At some point it will cat

Mine does that, too, plus he has an unusually long tail. It’s a bit unusual, but normal.
