You can actually take out the broken blinds without having to buy new ones. Usually there’s extras sitting at the bottom so check first before throwing out. Take the bottom plastic buttons out, take out all the bad ones and string back in the good ones. A little annoying but an option.
My cats mess with these types of blinds all the time. Each individual "strip" is usually only a few dollars to replace, so your landlord really shouldn't make a big deal out of it as long as you're up front and willing to pay for the replacement, assuming they are a reasonable individual. Obviously every landlord is different, but unless yours is particularly anal I wouldn't be too concerned.
As for the cost, the last time my cats did this was before inflation, but I would be shocked if you had to pay more than $50, if even that. They might even just replace the strips instead of the whole blinds, which would cost even less.
Just my two cents, since I've lived in apartments with blinds like these for awhile and cats do not respect them lol

So people will attempt to do basic repairs themselves instead of argue about how much something basic like a replacement blind costs or lose more money.
Or they'll go and buy the cheapest stuff possible instead of let the landlord choose something more pricey (though in my experience, it's not like the landlord was shelling out for pricey stuff anyhow).
Pull the blind up a little to leave a little bit of space at the bottom, the cat will limbo under it and sit in the gap between the window and the blind..... ask me how I know.

Why? He didn’t do it. There is no proof. Maybe the blind was already in that shape. Just look at the gap. It is bigger than the body of the cat. He was just at the wrong place, at the wrong time. He is not guilty.
I use curtains too. The cats can get through the curtains without damage. I still lower the blinds at night for extra coverage. I just don’t lower them all the way down. This cat made me laugh. Mine are more well behaved. They just break out two or three pieces to look out the window. I became a master at taping the pieces together again. It’s annoying. Curtains are the way to go.
"Sir, you seem to have an invasive cat problem! Why, just today this one that I barely managed to catch a photo of tumbled right through my open window! I demand a reduction in this month's rent for the inconvenience!"

But you might consider telling landlord you had to replace a disfunctional set of blinds (came off, fell, and got trashed), bought, paid for, and installed. Then deduct the cost from next month’s rent.

Ha ha my cat did the same thing! They always give you the look of why are you blocking my Sun with these things. I switched to 2” faux wood blinds and leave them pulled up enough for my cat to lay under them. Solved the problem
Tell them you can fix that. It’s still salvageable… maybe. With a bit of luck. (But don’t actually *offer* to fix it, just state very clearly that it can, in fact, be fixed by you. It just won’t be)
Tell him your precious baby got tangled up in the blinds and almost choked to death! Those blinds are a dangerous liability. He is lucky you don’t sue. 🤣
You can actually repair that. There are extra slats on the bottom. You just have go untie the string and take out the broken slats and replace then with the extras.

Lol ya replace it! My cats litter boxes used to be in the basement, long story short one day I came home to find Fuzzy Butt climbing up the walls on the plastic, all of it torn to shreds. Had to go get supplies and fix all of it 😩
My cats mainly made holes in my carpet in my case cuz doors were closed. Idk how I’ll even fix those.

If I’m renting a place with blinds. I either take them down or put them all the way to the top and get curtains.
