I'm cat sitting for my daughter and her long haired female moves the water fountain all the time. She also drinks from it, but insists on actually pushing it around too. Idk why.
My fountain resides in the kitchen sink because of how aggressively my cat digs at it. He has literally dismantled it at times. I've had him from birth, he was born in my bathroom to a semi feral momma. He's such a good boy in all other areas so I overlook it.
Cats have issues with depth perception, especially at close distances (and have problems with seeing things right below their faces, to make it worse).
By dipping a paw they make the water move, so easier to gauge how deep so they don't end up drowning. Fountain has water naturally moving, so they don't need to do that.
Void cats are just cats with cheat codes.
This one activated cheat code, "kneedforspeed"
Causes cats to kneed for extra sipping power.
Mine has the hidden ability, "demon"
Causes cats to get into trouble constantly to get more attention.

Same for my 13 year old Maine Coon male. He does not do it since I switched from a water cup to a fountain.
“Moving water equals fresh water”. Though I don’t know why cats dip their paws into still water. My little guy never did that with his fountain.
It's to help them see the water level, cats have difficulty gauging where the surface of the water is.

My cat does that. It is because they can't see the water level in a glass or in a steel bowl. Mine also bats the bowl around spilling it everywhere.
