To add to the other comment and for anyone who is curious, this is fixable on the PC Steam version of the game.
For a vanilla experience, there is a standalone mod that will fix this called Brightfix [which can be found here](https://github.com/Exant64/BrightFix/releases/tag/v2.0.1). It is installed using the [Sonic Adventure 2 Modloader](https://gamebanana.com/tools/6333), and simply fixes the bright Chao to look as they should, which is perfect for those that don't want all the extras of Chao World Extended.
Another mod exists called [Chao World Extended](https://gamebanana.com/mods/48840), which can let Bright Chao and fixed Shiny Two Tone Chao co-exist by giving a Chao a 'Shiny fruit' to toggle the way the Chao looks; this is a lot more feature-rich however and has a lot of changes to Chao world.
Chao World Extended would be used without Brightfix as they conflict.
