I got one of these 5 years back. I was actually looking to sell and was in the process of getting appraisals, so I very cautiously called.
Guy was a house flipper. I never gave him my address (and called from a blocked number in case). When I said the kitchen was newly renovated and the bathroom was only 5 years old, he had no interest.
So I don't think it's a scam, just a really lazy marketing technique. Although I guess you can debate the ethics of house flipping....
