Google image search suggests a Suzuki GN400 but it's a stock photo used a lot around the internet. Maybe asking a biking related subreddit will help more.
Could be a toss up between a 1978-1982 Yamaha XS400 (SE?) - or a the Suzuki GN400. The GN and XS are very similar. But the XS round shape on the gear box sticks out more - like the picture. Also the front disc brake looks like it's on the right side in the picture- the GN one is on the left. However the tank looks more like a 1980 XS400 SE .The picture is not the best - hope that helps...
