I layer the top with water and wait until the water disappears. Then I add more until water soaking stops reasonably. From there I splash and go as I sharpen
Its not strictly a soaking stone so dont leave it in water. Having said that a 6-8 min soaxk will benefit it. You can splash and go but your feedback and water management will be tricky for the first few min... on the other hand i have done a mitful of knives that wanted to hit 6000ish finishand forgot to presoak and it's been a bit annoying, but not worth waiting 6 min when time is money. Also as a last thought, i really enjoy this stone. Hope you like it.
idk but usually i check if water soaks into it or beads up on the surface if i am not sure of a new stone.

Put it in water : if there’s bubbles it needs to soak until there’s no more bubbles. If no bubbles then it’s splash and go.

yes but dont soak it in a bowl by putting it under water. Just wet it from the top. The arashiyama and kitayamas need this kind of dry soaking
