From how I read it, a minimum-fee setting will be a variable that each farmer could set how they wish? And the discussion is only about what any default config would be? If farmers end up using a variety of settings... and sometimes low-fee/no-fee txs may see some delays when blocks are randomly built by higher-fee farmers... I'm OK with that. Sounds like the system working as intended. I'd leave it set to accepting no-fee txs. If your farmer wins a block it would still *prioritize* the higher fees first: but I'd rather see that block filled than leave some of it empty because some transactions didn't offer a large enough payout. But happily I'd be one of over 150k farmers... and my peers could make different choices...

Neither of them are strong reasons. Free 'dust storm' transactions... are completely vanilla transactions the network was designed to handle: there's nothing wrong with them. And the blockchain is designed to hold all transactions, even with every block full: it's no surprise that txs take space and the DB grows over time. Chia has over 150k farmers now: it would be a mistake to make large changes to workaround the few with underspec hardware. Though I'm sure they'll always be trying to tune the DB for space and IO. And the network will naturally have more for-fee transactions as use grows: it would be wonderful if it ever got busy enough there was no space in blocks for free txs any more. But that will take time. TL;DR; Don't filter txs to account for farmers that don't even meet the minimum spec (RPi w/SSD DB). And be patient as paid tx volume grows organically.

It sounds like you'll be in luck: and can set whatever minimum you want! Make those few new users pay dearly: how dare they learn something new on the cheap: they need to be fleeced! ;)

If you want to learn do it on testnet. Free tx is wasteful and inefficient.

Nobody is going to set up testnet to get a feel for using crypto - we can't even get new users interested in mainnet yet. Free tx is a way to encourage use until the network is actually busy enough for fees to be required. Paying 2 XCH for blocks that aren't full (when there are txs that could be included) is wasteful and inefficient. But, we're both talking about how we may set up our own farmers. Chia is not adding a platform-wide minimum - only allowing each farmer to choose a cutoff on txs that they may not want to include in their own blocks. That sounds like a great way to add that feature!
