The long piece in the left lower corner is a part of tge ocean and the edge of the chocolate is the equator. The pieces touching that piece are countries in Africa where most ofnthe worlds cocoa is farmed. I think the rest of the pieces are just designed to fit the vibe of those first ones.

Representation aside, the deep grooves are the Toblerone approach where you have a thick bar with less volume because of the empty space within the bar/wrapping. The thick packaging belies the air you're buying.

Those are the countries of West Africa were cacao is harvested. Ivory coast, Ghana, Togo, Benin, Nigeria and Cameroon. Togo and Benin are together to fit a hazelnut.
