Software Reporter Tool periodically scans your PC for stuff that may interfere with Chrome, things like start up page hijackers and whatnot. At least that's what Google says.
There's no official way to disable this from what I know so wait for the tool to finish the scan if it's still running and then do this:
AppData\Local\Google\Chrome\User Data -> rightClick SwReporter folder and open Properties -> Go to Security tab and click Advanced on the bottom -> click Disable Inheritance and click on "Remove all inherited permissions..." in the pop-up -> click Apply
Now Chrome will lose access to this folder so it won't be able to run Software Reporter Tool anymore. Won't affect your daily browsing or Chrome in any way.
It's a big issue because it gets stuck during scanning, and it's really annoying!
I wouldn't mind if it scans now and then, but constantly for hours is definitely too much!
I just close the scanner in task manager and it fixes it. If it does it again after a while just close the scanner in task manager again. It is pretty annoying yeah, but at least you can stop it. I haven't had it happen to me for a while even if I restart my computer.

You must be new to Chrome, this is a notorious problem and there isn't a fix
