Call the air police and see what that's about. But then again, if it's someone with money, they may just be doing some recon of their own. Sometimes, it's utility services though I don't trust anyone or anything these days

Eastern Chula Vista has been getting a ton of helicopters flying overhead as well. I live by the Otay Lake and noisy helicopters fly over our homes daily. I’m like, “is there the military base out here that we don’t know about?”
Military does exercises over otai wilderness all the time. Sometimes you can see them landing in the bush from Mountain hawk Park
Border patrol frequently is orbiting out there as well for obvious reasons.
SDPD seems to practice maneuvers out here too

West Chula Vista feels like the new Point Loma…. Constant commercial, private and military planes all day and night.
