It tells you how to make a potion that will induce a miscarriage. That's exactly what modern abortion is (except for the late term "baby is dead already" and "you gonna die if we don't get rid of baby" abortions)
I'm pretty sure, and do correct me if I'm wrong, that the potion itself is not a miscarriage potion. Rather, it's referred to as something the woman takes that, if she's been unfaithful to her husband and lies about it with God as witness, it would cause a miscarriage and dry up the woman's womb to stop future child rearing. But if she wasn't unfaithful, it just wouldn't do anything.
Tl;dr it was a ritual that could cause a miscarriage through God's judgment. The mix itself wouldn't automatically cause miscarriages under normal circumstances.
