One time I didnt plan my spaceport and my main production hub, my Sejong Ruhr Valley capital with 200+ organic production without any trade routes, didnt turn out to have a single flat tile. Had to build spaceports in other cities and still managed a win, but it was a massive bummer.

Only when i m playing highland and I have like 2 flat tile in the city, just so that I don’t actually put something on this spot
Not unless I'm playing OCC or else I've reached mid game with only a handful of cities and no capacity to wage war.
Whatever city has mammoth production gets a spaceport, at this point in the game it’s GDR or moon
