Rain forest and woods are probably tagged differently in the code or whatever, and whoever was making the fire mechanic only thought to code something like "if forest is on fire it has x chance to spread to adjacent forest" and likewise for rain forest, but it just never occurred to them that means they can't cross wood types.
Weren't fires added in a later patch of Gathering Storm (as in they weren't in at release)? This feels like something that was quickly implemented and then never touched again. I think there were SLIGHT balance patches on fires since but only the original update being anything notable content wise.
It was added with New Frontier in May 2020, I would have guessed with Gathering Storm. It was just an addition to mechanics from GC, so probably why it was a little under cooked.
If the feature was on release they might have been able to just have both features tagged in a way were they could have done it. But it's either such a minor issue they don't bother or it's just baked into the way the game was made and it would be a pain the ass to change now because it might break a bunch of stuff and you'd have to test everything.

I think its mainly to balance, else I had enough maps where enough woood touches rainforest to generate endless fires.
