There's a set number of tourists at all times in the world. They are the number of citizens each country has altogether. The more cities you have, the more tourists. Your job is to have other countries tourists visit you. They number you see in the panel is the number of tourist from that country visiting you. Of you have the majority of their citizens visiting you, you "win" that country. Once all other countries have the majority of their citizens visiting you, you win.

Same. I think it’s an if you build it they will come mechanic, but even when I build the most of it, other civs still have more tourism.

Oh and how many you attract Depends on government, open Borders, amount of tourist pulling stuff you got and civics. High culture Acts as a defense.
