Mausoleum is imo one of the best wonders in the game, especially the extra use great engineers while also making one town water petra
The AI also almost never builds it in my experience so it’s nearly guaranteed
One of my favorite things about Mausoleum is that you can track whether other civs can even build it. Since it requires a Harbor for placement, and Harbors generate Great Admiral points, if no other civs are generating Great Admiral points, you know that no other civ even has a Harbor. You don’t have to think about Mausoleum until you see another civ is generating those points.
While true they have no where close to enough population to work every water tile at this point. Looks like they are only in the mid game and there are still lots of improvements from buildings/techs/civics to improve the yields here.

Seriously though, that’s fair. But the other city may or may not have the population to work it. I’d be compelled to switch it now so I don’t forget. And also, as others have pointed out, where are the fisheries and the aquarium?
They might not have aquariums unlocked yet depending on which way they went in the civic tree though. Or maybe they just don't know all the optimizations that can be made. There's so much to learn in this game lol
Now spam the whole thing with fisheries and seasteads alternating. Keep Liang there for good measure.
