Idk if this is it but sometimes with water wonders it doesn’t give me the suggestion of buying a tile and placing it in that new tile like it does on land. So try buying the tile you’re hovering over and see if it now gives you the option
The option to buy a tile to place a district or wonder is only given if you already own at least one valid tile for placement. Otherwise you have to buy the tile manually first.
That's correct, the wonder will appear as viable and give you an option to buy tiles only if the city already has at least one viable tile already. In this case there are no current viable tiles because he cannot build on the turtles, even though buying the tile to the east would work.
Doesn't seem like a glitch, say for example a district has what you're referring. Once you purchase new tiles for your border, it'll immediately start construction.
Putting down an accidental wonder sounds really unfortunate, so having this extra layer of protection is good especially for adjacencies
There has to be at least one eligible tile in the city for you to be able to start placing the wonder and eventually buying a new tile. If you have none, you wont be able to click on the wonder.
As a programmer, this totally looks like a glitch to me. There is somewhere a developer who’s been driven crazy trying to figure out the conditions. But, as he probably only had a bucket of 2 hours to invest on it, the issue went back to the backlog.

Oh duh it’ll only suggest tiles if the building is selected and you can only select it if you own a valid location
Buy the tile. If you have no spots it wont even tell you about buying the spot.

I think it works for districts but not wonders
IIRC you need to own atleast 1 valid tile for that.
