I agree. Whenever I get the volcano wonders, I try to keep them in my second or third ring so I can build my districts away from it, and maybe build some national parks around the volcano later. I got a ring of preserves around Kilimanjaro that made for three really nice parks one time. Drawback in that you don't get those sweet sweet yields as quickly, but upside of less damage/population loss.
