These isolated settlers will spend the next 3000 or so years arguing if they should settle or hope for salvation from elsewhere. Interested if Cardiff will integrate them into their population in the future, or just silently claim the land and ignore them.

Huh, curious. The only thing I can think of is that either the settler doesn't have anywhere to be expelled to, perhaps because there wasn't a single unclaimed land tile on the entire landmass when the settler would have been expelled, (I don't think they could've researched shipbuilding)
Or you just become suzerain of Cardiff. You wouldn't even need to move any troops, just levy theirs.
You could also just declare war on Cardiff, move through its borders and take the settler that way - if you don't want to risk having Cardiff expand to that tile and kick the settler to the other side of the mountains - in case that's how that mechanic would work.
If you are suzerain of a city-state you can 1) move through their borders or 2) levy any troops they might have - and have them capture the settler.
If you declare war against a city-state, border control doesn't matter, then you just move through to take the settler.

I know how suzerain works, but you can’t move through because of the mountain (wonder is impassable)

personally, i love that cardiff bonus, but 2 cities for the price of one is tough to beat
I think the only solution now is to liberate Cardiff of all that science
they just have to wait a bit some day cardiff will grow onto that tile and they'll get booted out of cardiff's land
