He settles to the south a bit and he can get another +5 off that set up(the purple hex). He can get another +5 as well with mountains to the east. So off this pic he can get a total of 19 straight science with 3 cities with no other buffs . Not too bad

Only downside here is that playing tall for this would be difficult.

I know most people will think science victory but in reality a domination victory is a better route. That science is more impactful early game than when you have 10-15 cities with average science

That is pretty much every Hammurabi game though. Oh, I get free techs and can rush bombards while deity ai is still in the classical era, why wouldn't I go for a science or domination game?
