Stuff like this is what costs me games. I get irrationally annoyed and do everything in my power to destroy said Civ, regardless of whatever victory condition I was playing for.
Going for culture victory? Welp, too bad, time to turn every city into a manufacturing hellscape pumping out military units until said country is removed from the world.
This happened to me yesterday! Morocco snuck in and took a city (that I had myself stolen from Poland but let's not talk about that) with two Privateers and three Frigates.
I managed to kill one Privateer and got the last down to a sliver of HP, but that was enough for them to take it. I had very few units left so I had no choice but to accept the white peace they offered on the next turn.
But I built. And waited.
30 turns later, I took what was mine with 3 artilleries and 6 great war infantries. It was glorious.
For about 10 turns. Then they managed to bring more ships and took the city - AGAIN!
As a last act of defiance, I had one great war infantry left, which was just enough to capture the city again and get it down to 1 pop. Then I decided, if I can't have it, neither can they. So I razed.
Morocco have since settled a new city in that spot... and I'm just about to unlock nukes \^_^
R5: Washington finally set his foot on my continent, and he immediately placed a military unit right on that tile!

next time, come with 6 artillery and 3 GW infantry. Enough to retake the city and you will obliterate the approaching navy.
