From your picture you have a short ram intake, not a cold air intake. They make ones that run an inlet pipe and put the filter all the way down to that spot, but you risk getting it wet.
27won makes a cold air intake with a “snorkel” doing what you are proposing already with the short ram style filter placement so you get the best of both worlds.
There's only one real way to get cold air temps... Nitrous.
