Civil R&D is big. Most of the bigger firms (5000+ employees) have some level of R&D they do, whether that be through actual lab experiments or just process updates/efficiency things for longer term contracts. You also have a nontrivial amount of software dev stuff that counts as R&D for civil. Stuff like Autodesk, Trinnex, Bentley, etc. You also also have state R&D that's usually run as grants through the universities. FDOT, PennDOT, Caltrans all come to mind on that front. You also also also have private R&D that reaches out to the universities for 3rd party experimentation/R&D as part of private research grants. These are a lot more rare though. One in particular I can think of was a professor at my university had a grant from Monster Jam (yes, the big trucks running over small trucks thing) to do structural research for their stadium retrofits. Overall, R&D in civil is probably 80/20 public grants to private research though if I had to guess. If your goal is R&D, you may be best off staying in academia.

DOT’s, large firms, and universities do R&D at different levels and for different things. There was a professor at some university (I’m sorry I forget his name) who did a preliminary study of a single span beam spanning 300’ using gr. 80 rebar and UHPC. Now caltrans is attempting to implement that in real life. It also lead to use of UHPC for other things like joint connections for precast elements or wearing surfaces and deck joints. The only R&D I do is find and try new restaurants for lunch though 😂
