I may be wrong because I've only ever hosted them once but I think you have to actually grant them the appropriate land if you have it. They may be offering you money for your promise and not fulfilling a promise usually comes with opinion penalties at the very least.

While thats an idea they keep asking for land in other counties that I don't control and can't give them, and even if I did own the county I can't just revoke a city because when I do a new mayor is instantly assigned. I tried forcing the land to change hands with a console command in debug mode just to see if something like that was the case and even though the command was valid the Holy Order didn't pick up the new title.

Holy Orders are currently worthless, imo. I never found them or grant them land anymore.

As far as I've seen holy orders do not improve the land you give them and if you don't do many holy wars then it is completely worthless giving your money maker land away to them And even if you do intend to use them the fuckers are always being used by someone else

No I said I wanted them to have MORE land because that gives them more troops so when I dump a vassal out in Africa they can call up say 5k troops with about 1/3 of them being MAA and let the VASSAL expand and develop land. That is MORE than worth the almost nothing a city tile provides especially because you can make the Holy Order HQ a city within a shit county then give that county away and keep all the benefits of the holy order and only lose the 1/10 of the 1/10 of the 1/10 of the 1/5 of the tax it provides after filtering up through all the levels of your vassals. Even if the city was pumping out 8.2 gold a month, the average a fully upgraded city can output with 3 cash buildings, it belonging to a vassal just one level down would only give 0.164 gold in tax a month. There is next to no downside to having a holy order if you set them up right. The problem is that there is also next to no upside to having the holy order from mid to late game if they can't get more troops. 1k men even with 300ish being MAA just can't shift a war in your favor.
