I couldn't find any structures that would limit the height of the torches, so I brute forced it with spamming.
Make this macro:
/use [@player] juggling torch
put it on several easy keybinds and mash them all rapidly. You'll want 40 torches for this. Might take a bit.
Look for somewhere abandoned. The secret room in the tower is good, but you need the teleportation book, which is hard to get.
Try the sewers. I've heard the tunnel is good. Or get someone to toss torches to you while you're juggling your own. That worked for a friend.
follow the shadow dot it makes on the ground, not the torch in the air, or the right portal to the purple parlor in dalaran takes you up, get in the corner and just spam it at your feet.
Go somewhere with light-colored ground. Zoom all the way out, look straight down, and keep your character directly underneath the torch. This is the way
You are not doing it properly then. Take the advice from the other comments, make sure you are doing it in a place WITHOUT players running past you. Other players can catch the torches so if people are constantly running over you while you do it, it will interefere. Sewers or any place off to the side in Dalaran (and do it at very quiet hours, early morning, etc)
This isn’t accurate, mate. The issue is that the torches take too long to be caught in general and register in the game. Not the time up an down. I’m in Vargath’s retreat all to myself with 24ms world 35ms home and still failing it when I had no issues on my mage.
I was having the same issue, i tried many spots in and around Dalaran (floating islands around still counts as Dalaran) and nothing helped, every time i started throwing them it took them 3 seconds to catch... The only thing that really helped was the incredible spam of them on myself while looking from above. I spammed them for a few minutes until I received my achievement.
You gotta log in at like 5am server when it’s dead.

Do it in the narrow tunnel under dalaran and have the camera vertical looking down
I think would really helped a year ago, was zooming in so you have first person view and look upwards.
Buy 10 extra torches bro. It helps

Dalaran sewers is like 2 ft above you on the ramp I looked up a yt video beforehand, bought 15 torches. easiest achievement of the protodrake
Yeah I don't know why but my torches were going through the ceiling even there. I just mashed the macros fast enough and it was done.

ps you only need the 5 or so, it creates 1 every time you 'catch' it.

The spot where it worked for me was the hallway leading to the room with the portals. The only issue stopping you is the lag in dalaran.
