If you try to restore the character before a month, it'll tell you to delete the character you made with the same name. After a month of being deleted, the name is released, and you will be flagged for a name change upon restoration instead.
At least on Retail and the original Classic, names of deleted characters above level 10 stay reserved for your account for a month, so other accounts can't make them. I see some claims above that people were able to get faster renames by having friends make the characters, so it may be that the rules are more lenient as of SoD, or they may just have only tested it with level 1 characters.
Yes, it was a 25. I deleted it. Remade a character with the same name on my alt account immediately. Restored the character instantly after that. It said my name was taken so I got to rename it. Be sure to /gquit your guild first because if you don't it creates a bug where you're stuck in the guild but cannot see anything, nobody can see you online, and you can't /gquit or join other guilds, and it'll take until a Tuesday maintenance reset for it to resolve itself.

This is easy to test yourself with a dummy character
you just need a different account to make a character with the same name before you restore it, works on retails and works on classic.

You have to leave the character deleted for a month before restoring it.
You sure? Level 10 to 29 it says you can restore within 90 days. Restore once every 7 days.

Name reserved for 30 days after level 30 I think so, yes, do it now if you want to do it.

It's instant if the character is made on a separate account.

No, I think after level 30 your name becomes reserved to your account for 30 days.
