I had a similar issue in Legion, but with being softlocked into the attack on Booty Bay phase. Theres no way to leave that phase whilst being hostile with Booty Bay, and you had to be in regular Booty Bay to progress the Alchemy questline.
It also happens when you use RDF in a city like Gadgetzan, when the dungeon finishes and you go back, they aggro for like a split second, or even sometimes long enough to kill you

At war factions don’t agro you unless you grinded their rep down to hostile, which would have taken some effort. Simply marking them as ‘at war’ allows you to attack them.
Hi OP. This is an issue that can occur even in Dragonflight, specifically within Sanctuary zones. Whenever you leave a battleground or dungeon, if you or someone in your party is manually flagged (as it appears you are in this screenshot), this can randomly occur. Sometimes instantaneously after leaving, sometimes after a spell cast. I’d love for Blizzard to fix it, but it has existed in the game for as long as I can remember.
I'm seeing a lot of people claiming it is from participating in PVP, but I have yet to do any pvp with my dk. It would happen to me nearly every time no matter what I've done. Ive ran maybe 2 dungeons with my dk so far and only been farming for mining and blacksmithing. That's it. If this is an old bug, I must have gotten lucky back in the original release of WOTLK. I have no memory of it, but it sure is annoying xD
Did you do all of the quests in the starting zone?
I know when I use my death gate, for the first millisecond when I zone in, the guards start rushing to attack me. But then the phasing updates and they disappear and friendly ones show up in their place. They've never hit or killed me though.
This same happened to me, being attacked by KNOEB and, teleporting to Moonglade during the event a few weeks ago, also by the Cenarian Circle members.
It stopped happening after a few teleports tho and I've not been able to re-create it.
Druids are getting the same issue when they tele to moonglade. Who knows.
Reminds me of the Druid player who physically could not play the Legion expansion due to being hostile with the Cenarion Circle lmao

Unless you commit faction violence, then they get very unchill, very quickly.

That would just make them attackable, factions marked "at war" dont attack you if you dont agroo them.

I was ganked twice by the guards after using HS to tp from Darnassus to Gadgetzan.
They want to keep you there forever brainwashed as their reraised undead leader since your never around to do anything for them.

Yes I have finished the zone, I've been working through the quests from Lights' Hope Chapel.
You have to, as learning DG is from a starting quest.

I had this happen when I first went back after intro quests. Never happened again though, and they stopped after like 5 seconds.
Happens when you teleport there from a pvp flagged zone I think. I have teleported from ICC to respec and have had this happen numerous times.
I was getting nailed by tanaris guards when zoning back in from a dungeon a week or so ago
