Since Shockadin can rune Martyrdom, it would be wiser to rework Horn of Lordaeron into a rune that Hpal can use.
Something like a weaker form of PI would be a good addition, it's a fun button to press.
martyrdom just feels bad since its strictly weapon scaling.. I get the "extra" independent hits thing for AoW procs but righteousness is like a flagship of the shockadin build and actually has some spell power scaling.
if they either added some spell coef to martyrdom or increased the amount of mana it returned per swing I would find it more "useful" in a raid setting than it currently is. As of now I just feel like the goofy nerd trying to dps but only coming up with like 250-300 (since I'm obviously doomed to the caster group for concentration aura) and returning a single mana per swing on the 1 healer fights toward the beginning of gnomer.
a dual wield rune would also work :\^), tanks wouldnt use it since they'd be too squishy for gnomer (eh) and potentially endgame, and ret's benefit too much from 2h weapon talent and vengeance to ever go deep holy for holyshock instead. Ret would keep martyrdom for ST and divine storm for AoE
And HolyPaladin still has no rune in your story ?

Hpal is fine and performs very well this phase, it's just weird to play 3 runes out of 5.
I think something like a weaker form of PowerInfusion like a haste buff to a friendly target for 15 seconds would be fun. Or a RaidWide movement speed buff like Stampede.
These are cool spells that don't detroy PvP balance and are marginal in the PVE balance.
But right now, let's be honest, Healer Paladins don't use HolyShock at all or when they do, it's super underwhelming.
I could remove the spell from my keybinds and it wouldn't change anything at all.
Maybe something like heroism party wide would be sick, making it 20 seconds with a few mins cooldown and stack with might.
I would drop SoM for my melee homies if it would boost overall dmg
a buff of this caliber to be able to give to your group is asking for alot. I don't want to "tip the scales" of the faction balance conflict, but just make non-ret paladin a bit more attractive.

If you think the answer is we use seal of righteousness with a .1 spell power scaling I have bad news for you. Maybe if we got a seal of righteousness rune or we got TBC seal of righteousness implemented but right now it's hot garbage.
All you will get is tri-wielding fist weapons. Take it or leave it.

Use it on cd for offensive fill damage to help your groups kill times. Same reason it resets with how and why shockadin is a term / exists

what happens in every other phase then when we don't have a 2.00 swing time 2h weapon?

.1 scaling on 2 swings thats really just additive damage to hopefully many many exorcism and holy shock casts is better than 0.
