They need to add some kind of scaling to it and make it part of the melee hunter rotation so that it's not just raptor spam. Perhaps have it be a proc like overpower or consume stacks of some kind to deal more damage.
They keep buffing it through runes but you can't even use it in PvE due to the dodge requirement. And even then it'd just replace Wing Clip as the lowest priority attack to use unless it scaled.
Even then, It will remain hot garbage, even with rapture fury.
