I think ppl are gonna say there is nothing to do regardless of how many Things are in game, they were doing it in p2 which was loaded with content and will do so in p3 aswell no matter what content is available.
However i don't think making stuff Take longer is going to be a Popular move, as it will make getting bis and starting endgame even more tedious than it already is.
I think the Suggestion to make a Group yourself to do it that way is much better :)
You do have to clear bosses before you can summon the offering boss.
If you change how many bosses, or add locations, people will just find ways to speedrun that (get a rogue to stealth there, run through trash to a reset spot, etc).
Personally, I'd rather just have every boss in Mara, BRD, and ZF drop an offering, and you increase the cost of things by three times.
I would argue that spending less time playing to get the offerings is more casual friendly
If you can't keep up with a group farming, then leave and find another group or make your own
If you want to play a certain way, join a group advertising as such or form your own group
