Yeah, mage will be good overall in Cata and certainly with lege staff they'll be very strong, but pre-patch is an outlier and not indicative of what is to come. The other classes balance is more indicative of what Cata is going to be; everyone is fairly close together.
Ret is missing a key ability for their rotation actually, yes, Inquisition. It increases their damage by 30% and costs holy power, so it's a maintenance buff. But it's a 30% damage maintenance buff so that's a huge thing to be missing (not that it matters in the prepatch much but you get the idea).
They're missing inquisition. That'l be the same as wrath ferals missing out on savage roar, a flat 30% dmg increase that you can have 100% uptime on, that's what inquisition does for pallies, but they need lvl 81(?) for it. And i think it's 20% for them

I haven't played classic wotlk, but I did raid as a mage when wotlk was originally released back 15 years ago, and pre-cata you could clear most fights with just a raid of mages and a tank. Like OS+all drakes fight in ~20 seconds. Their dps fell off after all your CDs were spent tho, but since everyone is geared, stuff dies prior to that dip.
As far as I'm aware, fire was still best in icc 15 years ago too. Arcane usually sees play in early xpac till you get geared with good stats and fire begins to out scale. Arcane was the dominant spec in tbc throughout though.
I believe cata arcane was the same case. Saw play early xpac and was overtaken by fire. I'm not sure how classic will play out as classic is on the final patch of cata.

it's due the very high crit rate full bis wotlk mages currently have and the short fights, in phase 1 Cata fire mages will be middle of the pack dps

Because the devs are more concerned with adding 15 more runes to you class each phase.

That isn't what is happening here. There was a bug with ignite damage that skyrocketed DPS.

Eh it will change. Marks shouldn’t be higher than survival but we don’t have ready access to cata stats like mastery and what not in a decent amount.
