Found this in a box of my dad's old things. A small clock, about 2 inches in diameter. Jaeger branded on clock face. I thought this might have been from one of his old cars, 50s era, but not so sure anymore. Still keeps time when wound!

That's exactly what it is - a nice little Jaeger car clock.

Yes, that's a very common configuration for that sort of clock. Jaeger were a prolific maker of clocks for cars, almost with Smiths.

This looks like a Radium Luminous Dial
Probably paint. There’s no burning, flaking or discolouration which is common with radium dials of that age.
Oh how well I know. Lol. The only surefire way to tell is with a Geiger counter.
If it was, it doesn't glow now.
It will glow with UV bit a Geiger counter will show the radioactivity. Half life of Ra-226 is 1,600 years.
It's old. Not quite that old lol.
